Situation

The public sector organisation needed support in developing procurement strategy for a suite of high value, high risk contracts. The in-house procurement team was stretched and the contract 'owners' did not have confidence in the procurement team to develop appropriate strategies.

Task

The task was simple; review the strategic and operational choices and deliver a pragmatic and stakeholder-acceptable suite of options. However, the political landscape was not simple, and required diplomacy and the ability to avoid 'taking sides'. For the deliverable to be acceptable to all stakeholders required sensitivity and careful stakeholder engagement and influencing.

Actions

I reviewed the client's governance framework, business strategy and other consultancy reports suggesting the way forward. I then provided feedback on what I thought was valid and also what were the opportunities for improvement. I engaged with key stakeholders including most of the executive leadership team. Based upon their feedback on my observations, I developed a draft procurement plan for their critical contracts.

Result

The draft procurement plan was accepted and the client engaged me to develop the full procurement plan. The key to success was not the procurement content; it was the stakeholder engagement and sensitivity to their key concerns.
